More about deformations of rings

Move sections in algebra.tex

	In order to prevent forward references. Also some renames of
	sections and removing references to "this paper" from the
	orginal text by Alex Perry.

	Unfortunately, because of the edits "git diff" does not see
	this as a move of a large amount of text. I should have made
	several commits during the whole provess to make it more
	visible.

Started tags infrastructure

	new file:   scripts/add_tags.py
	modified:   scripts/functions.py
	new file:   tags/initial_tags
	new file:   tags/tags

More neurotic changes

Think I've got it now for global relative c.i.

More stuff on smooth ring maps

FIXMEs have to still be fixed.
