Improvements on stratification by gerbes
Now we actually have the stratifications. There are two kinds: A
canonical one where each step is as large as possible and
another where the strata are quasi-compact locally closed
substacks.

Existence of residual gerbes
whenever the inertia is quasi-compact over the stack. This is
sufficiently general for almost all purposes. Of course the real
problem is that the residual gerbe can be quite nasty!
