Improve the argument for strong generation

For D_{perf}(R) when R is regular of finite dimension

Define (regular) system of parameters

	Should have done so earlier. Also: Try to be correct and define
	a local ring to be a "regular local ring" if there exists a
	regular system of parameters, i.e., don't say a regular local
	ring is "regular" until after we have shown that a regular local
	ring has localizations which are also regular local rings...
