Introduced a macro

\def\Ker{\text{Ker}}

and replace all occurrences of \text{Ker} with \Ker

New macro: \NL for naive cotangent complex

The naive cotangent complex is an important ingredient to several
topics discussed in the Stacks project. It deserves its own macro.

Small improvement: principal localization and NL

Fix use NL in algebra chapter

	Fallout from improvement in previous commit.

LaTeX: \Spec

	Introduced the macro

	\def\Spec{\mathop{\rm Spec}}

	and changed all the occurences of \text{Spec} into \Spec.

Started tags infrastructure
