New macro for Chow groups

Introduced mainly to distinguish between Chow groups of cycles of
codimension p and bivariant classes of degree p

Much better handling K_0(Coh) + Chow

Fun how it turns out that the definition of chow groups gives exactly
the right thing in terms of K_0(Coh)... should have realized this much
earlier of course...
