Definition 103.7.1. Let $\mathcal{X}$ be an algebraic stack and let $\mathcal{F}$ in $\textit{Mod}(\mathcal{X}_{\acute{e}tale}, \mathcal{O}_\mathcal {X})$ . We say $\mathcal{F}$ has the flat base change property¹ if and only if $c_\varphi$ is an isomorphism whenever $f$ is flat.
